The guthi kept the temples, the rest houses, the stone water spouts and the paths — land set aside, accounts read out in the open, and the whole settlement able to see what had been spent and what had been built. A procurement system is the same ledger, kept for the same reason: so that what is bought with common money can be seen by the people it was bought for.
