| Where it runs | Inside the Government Integrated Data Centre at Singha Durbar. Bid contents never leave it. A check on an unopened bid is visible only to the bidder who owns it — not to the public entity, not to PPMO. |
| What it reads | The Public Procurement Act 2063 and Regulation 2064, the standard bidding documents, the tender’s own documents, the bidder and public-entity registries, and published contract history. Nothing else. |
| What it shows | Every flag names the clause or the comparable contracts behind it, with a link. A flag that cannot show its evidence is a defect and should be reported. |
| Who decides | A person, always, by name. A check is advice; the decision is the public entity’s, the evaluation committee’s or PPMO’s, under the Act. |
| Audit | Every flag, dismissal and override is logged and open to PPMO’s monitoring division, the Office of the Auditor General and the procurement review committee. |
| When it is wrong | Scanned documents are misread. Comparisons are only as good as past data. Report a wrong flag from any page; a check that misfires is suspended across the system until it is fixed. |

Say so. Every flag carries a report link, and a report does three things: it is attached to that procurement, it goes to the team that maintains the check, and if the same check misfires repeatedly it is suspended across the system until it is fixed.
No bidder has ever been penalised by a flag, because a flag has no legal effect. What has legal effect is the decision of the public entity, the evaluation committee or PPMO — and each of those is signed by a person.
