Three firms — Gandaki, Koshi and Tribeni — have bid against each other in 23 tenders and share a telephone number in the registry.

In 19 of the 23, their prices sat within 4% of one another with the same firm lowest. Cartel conduct is for the Competition Board and the courts; this is a referral, not a finding.
